Shaanxi Construction Engineering Group Corporation (foreign name: TOP INTERNATIONAL ENGINEERING CORP) has special qualification and many first-class professional qualifications for general contracting of building works. Under the direct charge of Shaanxi Provincial Government as a purely state-owned company, the Corporation is authorized to manage state assets within its enterprises and institutions. Since the establishment of the Corporation in 1950, it has experienced several body evolutions from Northwest Engineering Management Bureau to No 5 Bureau of Ministry of Construction Engineering, then to Shaanxi Provincial Construction Engineering Administration Bureau. Now, there are 25 enterprises and institutions under the Corporation, including 22 enterprises and 3 institutions, in which nine enterprises are holding subsidiaries. Totally, there are 21,991 employees in the Corporation, among which 904 staff have senior technical titles while 3,198 with intermediate technical titles. The Corporation has total assets of 10.84 billion RMB, capable of undertaking surveying and designing of various construction projects, buildings, municipal projects, petrochemicals, highways, mining, nuclear power, decorations, steel structures, mechanical and electrical installations, construction of ancient gardens, as well as scientific researches, supervisions and real estate development, etc.Apart from focusing on the development of economy in Shaanxi Province, the Corporation has also undertaken both at home and abroad a number of key industrial and civil construction works as well as airport and highway construction works. Since 2003, 10 projects constructed mainly by the Corporation and 2 projects co-executed with other companies have won the Lu Ban Prize” of China State Construction Engineering; 5 projects have won the Silver Prize of National High-quality Projects and another 86 projects have won Chang’an Cup” of Shaanxi Province. In addition, the Corporation has completed successfully 6 science and technology demonstration projects at national level and 147 at provincial level. Meantime, 499 project sites have been certified as Provincial Civilized Sites. In 2008, the Corporation has achieved the target of annual turnover of 14.251 billion RMB among which 13 billion RMB is mainly for construction works. This enables the Corporation to realize its total profits and taxes of 470 million RMB. With these achievements, the Corporation has been crowned with the Top 500 Chinese Enterprises for seven consecutive years, and ranked among the Top 60 National Engineering Contractors for five consecutive years. Moreover, the Corporation has been selected as an Advanced Enterprise of National General Contractor and an Advanced Enterprise of Shaanxi Province as well.
